3.1       The sale of Official MEGA MILLIONS Tickets may be conducted only by such locations as the Directors shall contract with and/or license pursuant to the governing laws, policies and rules of the Party Lotteries and the MEGA MILLIONS Rules.

3.2       Where permitted by the governing laws, policies or rules of a Party Lottery, the Director of the Party Lottery may authorize Purchasers to make Subscription purchases of Official MEGA MILLIONS Tickets.  Subscriptions will be subject to the policies, procedures and rules established by the Party Lottery selling the Subscription, subject to the following parameters and restrictions:

            (a)        The maximum number of consecutive drawings encompassed by a Subscription is one hundred four (104).

            (b)        In the event the Directors authorize a matrix change for MEGA MILLIONS, Subscription Purchasers will be granted the option, by the Party Lottery which issued the Subscription, to retain or change the Purchaser's previously selected numbers on the balance of their Subscription, effective as of the date of the matrix change.  The Purchasers, however, will not be granted a refund for the balance of plays on their Subscription purchases.
