"Washington joined in 2002 and did not gain as much revenue in its first year as the state forecasted," said Gary Preuss, a revenue estimator with the State Comptroller's office.

"The reason for the difference is primarily that Washington's original annual ticket sales prediction of $117 million was too high, particularly when you consider the state's population is about six million," Preuss said.

The estimate for Texas, which has about 22 million residents, or nearly four times the number of people in Washington, is about $101 million in revenue from January 2004 through August 2005, a figure that Preuss believes is quite conservative. That revenue estimate is based on predicted sales of more than $300 million in Texas.
