By early December 2003, Texans will be able to start buying tickets for Mega
Millions--a multi-state lottery with the capacity for enormous jackpots. On
a recommendation from Comptroller Carole Keeton Strayhorn, the 2003 Texas
Legislature authorized the Texas Lottery Commission to negotiate an
agreement to join a multi-state lottery. Strayhorn suggested Texas join a
multi-state lottery to increase lottery sales, which in turn will raise the
amount of revenue directed by state law to the state's public schools.
During fall 2003, Texas Lottery Commission officials negotiated with representatives from the Mega Millions multi-state lottery to determine the specific rules under which the state would join and operate the game. In October 2003, the commission announced it had reached an agreement to join Mega Millions. Multi-state lotteries have a history of increasing the number of lottery tickets sold in a single state because their jackpots tend to be larger than individual states' games, according to Susan Biles, a Comptroller's office research analyst. Only two public comments were made Monday at the hearing. Weston Ware, a spokesman for Texans Against Gambling, urged commissioners to consider the repercussions of adding another multimillion-dollar jackpot game to the state. |
